Abstract

This paper reviews and synthesizes the OECD Digital Education Outlook 2026: Exploring Effective Uses of Generative AI in Education, a landmark report examining the impact of generative artificial intelligence (GenAI) on teaching, learning, and education-system governance across OECD countries. The paper organizes the evidence into four key themes based on a synthesis of empirical studies, national surveys, and design experiments presented in the report: GenAI adoption rates and patterns; impacts on learning outcomes and metacognition; applications across three functional areas—student support, teacher support, and institutional and system-level support; and risks, equity concerns, and policy implications associated with unmanaged GenAI adoption. A major conclusion of the Outlook is that GenAI technology alone does not necessarily lead to improved learning outcomes; rather, the pedagogical intent underlying its use is crucial in determining whether it enhances or detracts from learning. The evidence is presented through explanatory tables and data visualizations and synthesized in a discussion of implications for policy, school leaders, and future research.
